Who is eligible for IRS Jovem?
To qualify for IRS Jovem, applicants must meet these criteria:
- Be aged between 18 and 35 at the start of the tax year;
- Hold a valid Portuguese Tax Identification Number (NIF);
- Have a taxable income within government-set limits;
- Not be claimed as a dependent on another person’s tax return.
Additionally, only active taxpayers—those earning sufficient income and contributing to tax revenues—are eligible to benefit from the scheme.
How will IRS Jovem work in 2025?
The latest budget proposal extends eligibility to both employees and self-employed individuals within the age range. The benefit now applies over a 10-year period, starting from the first year income is earned and the benefit is claimed, followed by nine consecutive years of eligibility.
Proposed exemptions include:
- 100% tax exemption in the first year;
- 75% in the second, third, and fourth years;
- 50% in the fifth, sixth, and seventh years;
- 25% in the eighth, ninth, and tenth years.
A cap has also been set at a limit equal to 55 times the IAS (currently 28,009.30 euros).
